Dr. Kahlil Muchtar (IEEE Member'17, IEEE Senior Member'22) received his B.S. degree from Sekolah Tinggi Teknik-PLN, Jakarta, in 2007 from the Department of Computer Science. He spent 3 years (2007-2010) in the industry as a System Software Specialist (using Spring Framework, Struts, and Oracle) at PT. Praweda Ciptakarsa Informatika, Jakarta. His specific role was developing Web-based Enterprise Banking called RTGS (Real-time Gross Settlement) system for all branches of Bank of Indonesia. He obtained an M.Eng. degree from Asia University, Taiwan, in 2012 from the Department of Computer Science and Information Engineering. He then received a Ph.D. degree from National Sun Yat-sen University, Kaohsiung, Taiwan, in 2017 from the Department of Electrical Engineering (Advised by Chia-Hung Yeh and Chih-Yang Lin). In addition, during his Ph.D., he was appointed as Lead-Researcher for Multiyear Qualcomm Multimedia R&D university projects (2014-2016). These projects were funded by Qualcomm, U.S., and entitled "3D Mobile Reconstruction" and "3D Dynamic Scene Reconstruction and Mapping", respectively. Dr. Kahlil joined the Department of Electrical and Computer Engineering, Syiah Kuala University (USK) as a Lecturer and Researcher in 2017. Furthermore, he was an AI Research Scientist at Nodeflux, an AI national leading startup company in Indonesia (2018-2020). Dr. Kahlil’s research interests include multimedia, video surveillance, and 3D reconstruction. He was appointed as the chairperson of Telematics Research Center (2020-2021). Since May 2021, he is being promoted to Assistant Professor. Currently, he is appointed as head of the computer engineering department at USK (since Oct 2021-Aug 2024). He is now continuing a post-doctoral fellow to National Central University, Taiwan (Aug-Oct 2024), especially CVIT Lab under leadership of Prof. Chih-Yang Lin. The main objective is to output a Q1 journal in Coffee-bean Classification field. Since December 2024, he is being promoted to Associate Professor.

Dr. Kahlil has been an active member of APSIPA and IEEE. Dr. Kahlil has co-authored 32 international conferences, and 21 international journal papers and holds 1 patent in Taiwan. He received the 2014 IEEE GCCE Outstanding Poster Award, the 2013 Intelligent Electronics System Design Contest Award for Excellent Achievement in the System Application Category from the Ministry of Education (Taiwan), Silver Award of Intel(R) Taiwan Intelligent Systems Design Student Contest 2013, and Second Prize Winners of 2014 Intel(R) Cup Embedded System Design Invitational Contest (Shanghai, China). He also won travel grants from the Ministry of Science and Technology (MOST), Taiwan to the IEEE International Workshop on Multimedia Signal Processing (MMSP’2014). In 2017, he received the Excellent IICM Ph.D. Dissertation Award from Taiwan. Recently, he received the outstanding paper award at ICS'18 and best oral presenter at ICCSI 2018 and 2020.

In 2021, he received International Journal Recognition and Appreciation from IEEE Indonesia. Recently, in 2022, he was elevated to IEEE Senior Member (the first from Aceh province) due to his academia-industry experiences for more than 15 years. To date, he is a member of IEEE  Consumer Technology Society - Technical Activities (TA) of Machine learning, Deep learning and AI in CE (MDA). In 2024, his team organized a workshop at top-tier IEEE Conference in surveillance field, IEEE AVSS'2024 - IVCSSC, in Niagara, Canada. He will also organize the special session at ICCE'25, Las Vegas, U.S.A.
