H. Rustam Effendi (RE) was born in Lhokseumawe on 26 November 1962. The second child of five siblings of the couple's father M. Daud Ralibi and the mother of Hj.Djuairiah Daud. Since the age of 10 years has been orphaned.RE grew up in his mother's care in very limited economic conditions. The mother had to work hard to finance life them.
Therefore, he learned a lot from his mother, who until now has always been a role model in life. Her mother's message, which she has so far remembered, is to always behave honestly and work hard.
