Dr. Drs. Syamsulrizal, M.Kes, the first of 9 children from father Adnan Hashem (late) and mother Nasriah Musa, was born on January 30, 1967 in Lambirah, Sukamakmur, Great Besar District. He completed his primary school at Sungai Limpah Islamic Primary School in 1979. In 1982 he graduated from Jeureula State Tsanawiyah school and finished his Senior High School at Sibreh Senior High School in 1985. He pursued his undergraduate studies at the faculty of teacher training and education, majoring in the physical education program of health and recreation, Kuala Syiah University, and graduated in 1991. In 1992 he was appointed as a lecturer in the physical education program of health and recreation at the faculty of teacher training and education at the University of Shia Kuala. He got his Master degree from the medical faculty of Padjadjaran Bandung University 1996, majoring in basic medicine. His completed his doctoral program in 2017 at the Semarang state university majoring in sports education.

From 1996 to1998, he was assigned to act as the Head of Physical Education and Health Study Program, at Syiah Kuala University, and from 1998 to 2002, he was appointed as a definitive Head of Physical Education and Health Study Program. In 2005 he was appointed as Deputy Dean for Cooperation at the Faculty of Social and Political Sciences Unsyiah., and later in 2008 he was appointed as deputy dean for general administration.  In 2009 he was reappointed as deputy dean for cooperation until 2012. From 2012 to 2017, he served as Deputy Regent of Great Aceh in the 2012-2017, and in 2013 he served as chairman of the Aceh Scouting and Chairman of ISORI Aceh in 2015.
